Intermittent Drop in Download Speed

Download speed has always been flakey but I've always attributed to neighborhood usage as our subdivision has grown quite a bit. However, recently download speed has dropped significantly and is becoming consistently bad. After researching a bit I believe I am having downstream power issues. I subscribe to Blast! and I am in an upgrade area. I used to be able to get the subscribed 50/10. Information posted below:
