Suddenly Slow Internet Speeds

As of recent my internet speeds have been very slow. I've done Speedtests from Speedtests.net and tried the Speedtest.comcast.com and they both have shown that my speed it under 1-2 Mbps. I've seen it as low as 0.01 Mbps. As of right now I think it's so slow that both websites seem to just stop working and they both give an error message after a few minutes of nothing really changing. My ping and upload speed seem to be fine, but the download speed is very poor. I usually get around 27-28 Mbps reguarly.

 

I did have an older modem and just replaced it as of today. So, I have a completely new modem. It seemed after setting it up that the speeds resumed normalcy, but suddenly it dropped down to even slower speeds. I would reguarly have to reset my modem, but there was no real pattern on doing so.

 

I know from about 2am or so this morning that the internet was out. When I called 1800Comcast, at the time, the automated message said there was an outage in the area and it would be back. It did, but around 9am-10am the speeds dropped badly.

 

I've powercycled everything and replaced the coax cables. It seems there is no real difference from the two different modems.

I tried to download ShaperProbe, but the download timed out due to, "Unknown network error" as Chrome describes. It did download incredibly slow. That file size was like 1,500 kb, which should take seconds, but it just stopped and would seem like the download would freeze, and then move, and then freeze again.

I'm pretty sure it's something on their end. I mean, it makes no sense that after I got my new modem that it worked fine for a short time. Even after I powercycled my old modem this morning it would work great for about five minutes, then it would just go so slow.
