very bad upload and download, lots of packet loss

so this problem has started on the 23rd of this month (Detroit Michigan) and from the information ive gathered (I work IT) it seems to happen at certain times of the day. Starting in between the times of 6pm-8-9 EST then normal for about an hr or so then back to being really bad. I have the xtreme 100 package and these are the speeds im getting

notice I have extremely low upload when I should have 50mb up. at the bad times I get 0 upload. when there's no upload download means nothing as servers need to know your still there to send data this is also true for gaming online no upload means lag or disconnects which I am experiencing a lot of. there seems to be something wrong with either the data centers or my area. My money is on the data centers. Either there's rerouting going on at these times causing these issues or something else. Which IT should be looking at to solve.

 

P.S.

all these tests have been done on different servers to avoid server misconceptions I have already rebooted my modem, its direct connect meaning there is no router in between I have replaced cables also to eliminate bad lines. I work networking so I know how to troubleshoot. Modem signals are were they are supposed to be. Logs show a few errors but nothing on the dates where the issue started.
