INTERNET PROBLEMS PLEASE HELP

I cant get my internet to stay steady at all. It continuously drops no matter where I have the wire plugged. With 120 mbps down and 20 up, I should at least be downloading 15 megabytes per second right??? Well when i try to download it goes to 14.5 then drops continuously from that to 13 then 12 then 11 then 10 then etc. it just keeps on going down. I had my XB3 modem plugged into the amp in the basement directly and THAT DID NOT HELP at all. It seems like it made it worse but I'm getting good signal numbers I think either way if I have it directly plugged or if i have it in the 3 way splitter that was originally here. It seems the connection just keeps dropping out all the time. If I do a speedtest online with it plugged in with ETHERNET, it should have a steady straight line staying at 120 mbps. But no, it will have a zig zagged line showing that the internet drops back and forth continuously!! What is the problem here?? We already got the line from the pole to the back of the house replaced. The signal is supposed to be good. What is the problem!! Please can anyone give me any suggestions?
