Internet speed is "jumpy" and very slow.

Hello, I am having an issue with my service. I currently have the "Blast" internet package and everything has been fine until today. I have had the service for about two months. I am able to connected to the internet fine but the speed is horrible. I did a bandwidth test with ookla test and I have been getting a range of 0.25 mbps to 3 mbps. Sometimes the test starts out nicely (jumps to ~25 mbps) the starts to slow down dramatically to about 3 to 0.25 mbps. I have repeated the test at least 15 times to ensure the test is accurate. I have reset my modem twice, checked the connections of the input cable line and the power cord. I was using it wirelessly and tested the speed multiple times and now I am hard wired to the modem and have tested more with the same results. I checked the website to see if there are outages in the area and it says there are not. I have pinged Google.com quite a few times and my average spans from 1000 ms to 4000 ms. I'm just not quite sure what I could do to fix this problem or know if it is on Xfinity / Comcast's end.

 

Any help would be appreciated.
