Slow / No Internet Since Yesterday - Why it always come down to MODEM

I am in zip 21128, and since yesterday I am having major internet issue. Internet comes and goes and speed is some where between 0.6-5 Mbps down and 5 Mbps up. I consistently get 20+ Mbps down and 5 Mbps up with my current plan and DOCSIS 2.0 modem. I can confirm you from 100% assurance that until Thursday night 11.45 PM, the speed was great as I was streaming and doing lost of stuff on internet without any issue.
 
Yesterday my internet was either loosing connection at all or speed was between 0.6-5 Mbps. When I called Comcast, I heard an automated message that “We are having technical difficulties in your area and expected time to resolve was 12 noon”. I waited until 12 when it was not resolved, I called again and the automated recording was gone. I thought to give some more time but when it was still not resolved by afternoon, I called technical support and they claimed that there was no problem for their side, there was NEVER a problem in my area and all I needed to upgrade my modem to DOCSIS 3.0. I know and understand well the difference between DOCSIS 2.0 and 3.0. I DO NOT have blast and I do not need DOCSIS 3.0. Of course, DOCSIS 2.0 was giving me 20Mbps+ since day before yesterday and now my modem is problem?
 
This morning issue was not resloved. I happened to look outside and saw that a comcast truck was working near my house. I asked them why were they there for, and they confirmed that high speed internet was having issue in my entire area. I was relaxed. They left, but down speed still around 5 Mbps. When I called, same thing, per Comcast everything looks good and I need to replace my modem!!!!!
 
I am so tired. If there is really a problem, why not just tell me that there is a problem and  they are working on it rather playing the same old record of mode upgrade which was working just fine until Thursday?
 
Well anyone in White Marsh/Perry Hall Maryland area having same issue? Please call. At least they need to understand that their is a problem and they need to fix.....please help.
