T3-Time Outs nightmare

Constant T3-timeouts first on my SB6120 so I bought a SB6141 and it is still happening. The issue has been happening more than a year. My brother previously owned the account and I wasn't living in Philadelphia at the time when he opened it. He always wanted me to trouble shoot the issue but it was difficult not being here. I moved back to Philadelphia and opened an account since he moved. 

 

I've had the account for a month now and I am getting frustrated because the technicians here in Philadelphia are lazy. I had three come out, first one checked the coaxial cable and ran speed test and said everything was fine and left.

 

The 2nd one checked the cable and removed the splitter  to try to solve the issue. That still didn't help 

 

The 3rd one came out yesterday and "reprovision the modem" and left. A "sernior technician" is suppose to come out Sunday but seeing the Technicians here in Philadelphia I am doubtful the issue will be fixed. 

 

I requested a professional install over the phone for the 2nd technician came out and he was lazy and Comcast tried to charge me $50 when he did not do any major work! 

 

Modem Signal: 

 

Upstream 

Power level 37dBmv 38dBmv 36dBmv(They stay like this during the T3-timeout also)

 

Downstream

Signal to Noise Ratio: 37dB 38dB 38dB 38db

 

The modem does not restart but the internet become unusable and speeds drop down to .5mb/s
