really slow to no upload speed

For the last couple of weeks i have been getting upload speeds of .05-.5 had a tech come out he put in a order to lower thr amp strength a little made no change. 2 days later my speed went back to normal for a few hours on the 29th until 10:20am now its worse then ever most of the time cannot get speedtest to start
My download has been pretty much solid.
