Modem has low downstream Power Level (dBmV)

A lot of frustration we've been having with our connection lately. We've been having issues with our connection going down for the last week, sometimes as long as an entire day.

Went as far as replacing the Coax from the wall to the modem, the modem itself, the ethernet cable to the router and the router itself. Was able to register the new modem with Comcast via tech support but the problem still persists.

Last night there was apparently an area downtime announced on Comcast's webpage and the issue was supposedly fixed around 5 A.M. this morning. My DS Power Levels around that time were -25 to -35 dbmv PER CHANNEL. 

 

With the new modem (Netgear CM400), it will not get a connection at all, all the lights go green then the downstream light continues to blink, when I attempted to connect to the internet, it wouldn't connect to anything. I switched back to the rental modem and I get the same power levels reported.

 

I since started using the Ubee rental modem. With this modem, I noticed the Power Level (dBmV) is waaaay too low, beyond the maximum treshold. I also noticed thatim only getting one of the normal four channels I normally get. Note that my normal power level usually hovers around 8-9:

I have the 50/10 plan, and when it does work our speeds are 30/10. Sometimes I'll get 60/12 then the modem will reset just to spite me.


I've tried:

Replacing Modem/Router/Cables to no avail
Called tech support to have them resend the signal to the modem

Turned everything off/on

Re-assigned IP addressess

Factory reset all the things
