Slow Internet Speed even after upgrading cable modem and wireless router

We are experiencing slow internet speeds, in spite of recently upgrading our router and cable modem. We have a Linksys E4200 v2 wireless router and a Motorola SB6141 docsys 3.0 cable modem.  Our modem log shows an entire page of events which took place on 1-15-2014, most of which are "No ranging response received - T3 timeout", "Ranging request retries exhausted", TFTP failed - request sent - no response", and a lot of events with the Epoch date (Jan 01, 1970).  I am baffled and this is beyond my skillset.  What is going on?  How do we fix it?  Speedtest.net shows a marked drop off on the graph when testing download speed; it's as if it's zooming along, then just drops for a few seconds and then resumes.  When I call Comcast, they test the speed and tell me it's "fine".  It's NOT FINE!

 

Also, our Android phones avoid weak wifi signals and won't connect much of the time, and my Toshiba tablet won't connect to the wifi unless I go into settings and turn wifi off and then back on.  We never used to have these problems.  I have even done a factory reset on my phone, but still have to do a soft reboot up to 10 times a day to get it to connect.  Even when it shows a strong wifi signal, it won't download Facebook newsfeed updates until I do the soft reboot.

 

We have 1 desktop computer, 4 laptops, a PS3, a PS4, a Wii, 2 Android tablets, and 4 Android phones on our home network.
