Chicago - Slow / Unusable internet during peak hours

Since late December, myself and others in my neighborhood have been experiencing unusable internet speeds during peak hours (such as now - 6pm on a Thursday night). During the day I get 57mbps, and now I barely hit 1mbps and have constant packet drops. We have had several techs come over, 'repair' the connections in our building, and even had a line tech come out and say everything in our building is fine with a power signal of 40. He did mention a node was broken in the area but repaired that day. It still did not resolve this issue. 

 

I have had a line monitor going at dslreports for several weeks showing this. Here's an example:

You can see the spikes are during peak hours, with weekends (especially Sundays) getting thrown into the mix. 

 

This is getting ridiclous - all I get from Comcast is a tech coming out, checking my modem, and then going back with no results. When I call Comcast, CSRs tell me my modem is broken.

 

This needs to be solved.
