Ongoing connection issues

I have a couple of connection issues I cannot seem to get resolved.

I have Blast service. There have been on and off outages for at least 2 weeks where the service doesn't work at all for hours at a time. My account page indicates these outages. At times when there is not an outage noted, the service is still intermittent. It will work for a couple hours, and be out for half an hour at random times during the day/night. Then, even during times when I am supposedly connected, all green lights on the modem, there is no connection to the internet- I'm connected to Comcast, but nothing else. This happens even more frequently.

Neighbors are having similar issues, so this is not any or all in my house. My wife frequently works at home, logged onto a server, so she is very aware of even the shorter (2-20 minute) episodes when everything looks fine but there's no connection anymore. We don't have cable, so we stream quite a bit, which also causes us to notice when the connection is out. Our phone is also VOIP.

The intermittent issues have been going on for at least 6 months, but are getting worse and worse, with the past 2 or 3 weeks being simply impossible.

I have no way of finding out what the problem actually is or if Comcast has even tracked it down. I rather doubt they have, although they may have and are for some reason simply not fixing it. Calls to customer service simply result in "there are outages in your area..." but no resolving the issue.

I'm about to the point of getting DSL, although I'd rather not, as I'll only get about 15 Mbps.

Which brings me to the second issue- Even when the connection is working, Comcast's speed test shows something like 50-60 Mbps, while all other speed tests I run (all to local servers) indicate from 8-15 Mbps. I don't really care if I'm getting 50 Mbps to Comcast but not anything that isn't them. Sounds like that 15 Mbps would be, oh, the same as DSL.

Any takers on how to deal with this and what might actually be going on? I simply cannot continue with an unreliable internet connection.
