The other thread turned into a discussion about data caps, but here's my issue. Around March 20th (3/20/14), I started getting consistent packet loss across games, internet, on my phone.. etc. I've explored it with tracert, pingest.net, and pingplotter and have found about 2% loss. I haven't crossed my data cap, ever.
Basically rendering gaming unplayable.
Streaming is inconsistent.
Downloads interrupt.
I haven't changed my hardware or anything, so it shouldn't be my problem. The phone support drones "reset" my modem then tried to hang up with me as if that had anything to do with my issue...

Tried switching my DNS, didn't help. (didn't think that would help anyways).
Comcast said there's no work being done in my area that would affect this. So what do I do now; call a technician? Would he even have anything to say that we can't already see from what I've provded here?
