http://192.168.100.1

Recently deleated cookie files on my pc.  PC build:

Windows 7 x64

IE 11

Now when I try to log into http://192.168.100.1  or http://10.0.0.1 Windows is unable to find the page.  I didn't have a problem before deleating the cookie files.  I know the solution is a dumb one but at the moment it escapes me.  If anyone could point me in the right direction I would greatly appreciate it.
