Internet Connection Dropping - Has been happening for over a year.

I have had problems with our internet dropping out for over a year now.  Shortly after we first moved into this house our internet was cutting  out several times a day. We had a service technician come out and replace our modem and that seemed to fix the problem. He told me that our  upstream power levels were bordering on being too high and that he would tell someone that that needed  to be fixed. However, a couple months later the same problem happened again.  Another service technician came out and replaced our modem again and it seemed to fix the problem again for a few months.  After this happened again, we had a tech come out and  told me again that our  upstream levels were too high (I had checked over the past few months and they had been sitting  at 55dBmV.) He had another guy come out while I was at work the next day and when I got home the internet was working. Our upstream  levels were now at 54. I have no idea what he did  but our internet was again working and has been for several months.

Now our internet is cutting  out again.  The previous technician checked our power levels at several poinits coming into our house and even up on  the power line. At all locations, the power level is 57dBmV.  He said he had seen similar  numbers  at other people's houses that share the same power  line as me. Here is a snapshot of my signal levels.  The downstream looks good, but the upstream doesn't.  What can I do here?
