Purchased Modem Issues

After visiting my local Comcast service center and having them advise me that I could purchase my own modem, I purchased and Arris TM822G, which Comcast lists as an approved modem.  Now on hold with customer service saying that I cannot own a modem since I have telephone service, I have to continue to lease.  I was able to activate it myself, but they indicated I would lose it because it is not tied to my account.  How is it possible that Comcast says I can buy a modem both on their website and service center employee, but now tell me I cannot use it.
