Very slow and unnatural upload speeds.

My machine is has .5 Mbps upload speeds. I know this problem is on my machine because I tested my connection on all my another computers. Another computers get the rated upload speeds of 5Mbps or more. My gaming PC does not. 

I have updated the network drivers. 

I have tested it on Ethernet. 

I have tested it in Safe Mode and still get the same .3 - .5 Mbps on Speed test.

I have spent hours on this problem. 

I need help. =( 

Normal speeds seen by my other PCs are 30mbps down and 5mbps up.
