Sudden change in speed and data usage

I received a notice November 23 saying my speed had been increased to 25 mbps DL, and that all I needed to do was reboot my modem. I did that. Nothing happened. DL speed never went above 7. EVER.  Called a tech out, he insisted I was getting what I should at the wired modem but that my wireless was slowing everything down. Can't control wireless, he said.  I added a netgear range extender downstairs and hard wired my Roku to it (I have only internet) and again, nothing happened. Stronger signal but no speed increase.  This weekend, for some inexplicable reason, my DL speed increased to around 18 (not 25 but closer than 7).  No one can seem to tell me why after six weeks my speed finally increased. Anyone?  I am guessing it has something to do with the customary post-speed increase price hike in effect this month, although Customer Service insists that the data speed increase is free.  It's not, and it never is. Every increase is followed by a price increase.

I dropped TV in May and have been streaming everything via Aereo, Amazon and Acorn over the Roku since then.  In September, my data usage purportedly exceeded 300, October 340 GB, November 276 GB.  Scared that if data limits were imposed I would exceed them, I made some changes to reduce bandwidth use - shut off or unplugged computers when not in use and the Roku at night, shut off the new-since-October smartphone when not in use, otherwise, absolutely nothing has changed on my end. I stream everything, in October I was home sick for two weeks and would have used more, but not THAT much.  In December my data usage was *93 GB*.  93 from 276 when very little in my watching habits has changed?  So far in January I've used 55 as of the 13th.

Something is not right. My network is secure and password protected, I have a computer which is always off, a netbook which is used most but off when I'm gone, the dog does not have opposable thumbs, and I am surrounded by people in my neighborhood who are barely capable of using a computer much less pirating services, so I don't believe my network was being used by anyone other than me, THAT I KNOW OF. However, SOMETHING IS NQR with these numbers. Why the extreme fluctuation?  Furthermore with such wild differences from month to month, with virtually nothing on my end changing, except unplugging things that can't phone home or poll email, how can I possibly trust that Comcast data monitoring is accurate, or will it suddenly zoom up when data limits are imposed in order to grab more money?  Does anyone have an explanation?  It was suggested that I contact security, but I don't know what they can do as far as history.

PS I have a Docsis 3.0 modem, my own Motorola.
