Lag spikes and packet loss

I've been having issues with packet loss and lag spikes since early January. I have hard reset both my modem and router multiple times, tried bypassing my router, called the service line and had them send a refresh signal to my modem, etc. I really don't know what to do any more to get this resolved.

 

When I get home at 8:15 AM EST the connection seems to be mostly stable. I get on average I'd say 5 packet drops over 10 minutes around this time, but very few major lag spikes. As the evening progresses, however, it gets considerably worse. I wake up at 5 - 7 PM EST and check my ping test in the command prompt and see an average of 2-3% packet loss, and a lag spike at least every minute. Here is what they look like:

I've had a technician out twice now. The first guy said he didn't see any immediate problems with my setup in my apartment and would put in some sort of ticket to the maintenance men to look at the lines outside the building. After a week and a half of waiting, I had another one come out. He said that it may be a noise issue, and that it would likely be a !!month!! before anything could be checked out.

 

Is there any way I can verify by myself whether or not it is a noise issue? I feel I have already been extremely patient by enduring this for a little over a month now, and another month wait seems unreasonable.
